Two-Way Radios in South Africa: What to Buy, How Far They Really Reach, and the Licensing Rules

Cellphones fail in exactly the moments you need them most. Signal drops in a warehouse basement. The network congests during an incident. Load-shedding takes a tower offline. Airtime runs out mid-shift. And no matter how good your coverage is, a phone can still only talk to one person at a time.

A two-way radio has none of those dependencies. Press the button, and everyone on the channel hears you at once. No network, no airtime, no monthly contract. That is why security companies, farms, construction sites, event crews and convoy drivers still run radios long after everyone got a smartphone.

But radios are also one of the easiest things to buy badly. The range figures on the box are close to fiction, the UHF-versus-VHF question genuinely matters, and there are licensing rules in South Africa that most sellers never mention. This guide covers all three.

How far do two-way radios actually reach?

Start here, because this is where most buyers are disappointed.

If a radio's packaging claims "up to 16 km", treat that as the number you would get between two mountain peaks on a clear day with nothing in between. It is a laboratory figure, not a working one.

What actually determines range is line of sight. Radio waves at these frequencies travel in more or less straight lines and lose strength when they pass through buildings, hills, dense bush and vehicle bodies. Realistic expectations for a typical handheld:

  • Inside a building or shopping centre: roughly 500 m to 1.5 km, depending on how much concrete and steel is in the way
  • Open suburb or industrial yard: roughly 1 to 3 km
  • Open farmland or flat terrain, clear line of sight: 5 km and up
  • Handheld to handheld, one party elevated: considerably further

Two things extend real range far more than buying a higher-wattage handheld. The first is a better antenna. The stubby antenna supplied with most radios is a compromise for convenience, and a longer whip or a magnetic vehicle-mount antenna makes a bigger difference than most people expect. The second is a repeater: a fixed unit on high ground that receives your transmission and rebroadcasts it at height and power, which is how security operations cover an entire suburb with handhelds. Repeaters require a spectrum licence, covered below.

Raising wattage from 4 W to 5 W, by contrast, does very little. Power is subject to diminishing returns; height and antenna quality are not.

UHF vs VHF: pick the one that matches your terrain

This is the single most consequential choice, and it comes down to where you will use the radio.

UHF (roughly 400 to 470 MHz) uses shorter waves that penetrate obstacles better. They travel through doorways, around corners and between floors more effectively. UHF is the right choice for buildings, warehouses, shopping centres, hotels, hospitals, factories and built-up suburban areas, or anywhere the signal has to get past walls. Most security and business radios sold in South Africa are UHF.

VHF (roughly 136 to 174 MHz) uses longer waves that travel further across open ground with fewer obstructions in the way, but handle buildings poorly. VHF suits farms, game reserves, open mines, marine use and wide agricultural properties where there is little between you and the other radio.

The short version: buildings and built-up areas, choose UHF. Open land, choose VHF.

Radios on different bands cannot talk to each other. If you are adding to an existing fleet, match what you already have. Dual-band radios exist and cover both, which is part of why models like the Baofeng UV-5R are so popular as a starting point.

The licensing question most sellers skip

This is the part worth reading carefully, because the default legal position in South Africa is stricter than most buyers assume.

Radio spectrum is regulated by the Independent Communications Authority of South Africa (ICASA). Under section 31(1) of the Electronic Communications Act 36 of 2005, no person may transmit any signal by radio or use radio apparatus to receive any signal by radio except under and in accordance with a radio frequency spectrum licence granted by ICASA. In other words, transmitting is licensed by default, not free by default.

There is an exemption framework. ICASA's Radio Frequency Spectrum Regulations include a dedicated part dealing with spectrum licence exemptions, and applications for licence exemption are made on Form M under the Processes and Procedures Regulations for Class Licences, with no application fee. Certain low-power, short-range uses fall within exempt categories.

The consequences of getting this wrong are real rather than theoretical. ICASA's compliance guidance notes that where there is no licence or exemption in place, ICASA may seal or seize the equipment.

Two practical points follow from this:

If you want your own dedicated frequency or a repeater, you need a spectrum licence from ICASA. This applies to most security companies, larger business fleets and anyone wanting a channel that neighbouring users are not sitting on. Spectrum licence applications are made on the prescribed form, with proof of payment of the applicable application fee, and the applicant must hold a service licence or produce proof of exemption.

If you are buying a pair of handhelds for family, hiking or a small site, you should confirm which exempt frequencies and power limits apply to your intended use before you transmit. Be sceptical of frequency lists circulating on forums. Several are outdated, and some copy European allocations that do not apply here.

Analogue or digital?

Analogue radios are simpler, cheaper, and every brand talks to every other brand on the same frequency. For most small businesses, farms and family use, analogue is entirely adequate and remains the sensible default.

Digital radios (DMR) add clearer audio at the edge of range, better battery life, individual and group calling, text messaging and encryption. They cost more and generally need to be matched within the same system. They make sense for larger fleets, security operations handling sensitive traffic, and anyone running more than about fifteen users.

If you are buying your first radios, start analogue.

Features that actually matter

Ignore the channel count on the box. A claim of 128 channels sounds impressive and means little if you only ever use three. What matters:

  • IP rating. IP54 handles dust and splashes. IP66 or IP67 survives being dropped in a puddle or worked in the rain. For outdoor security, farm and construction work, this is worth paying for.
  • Battery life. Look for 1,800 mAh and up, and check whether spare batteries are available separately. A radio that dies at hour nine of a twelve-hour shift is not a working radio.
  • CTCSS/DCS tones. These act as a filter so your radios only open squelch for your group, rather than every conversation on a shared frequency. Essential on busy channels, and a feature people frequently do not realise their radio already has.
  • Programming. Some radios are programmed from the keypad, others need a cable and software. If you are managing a fleet, cable programming is far faster and more consistent.
  • Emergency and man-down. For lone workers and night-shift guards, an emergency alert button is a genuine safety feature rather than a spec-sheet filler.

Which radio for which job

Security and guarding. UHF, IP66 or better, long battery life, an emergency button, and a fleet programmed to a common channel plan. If you are covering more than one property, budget for a repeater and the accompanying spectrum licence.

Farms and game reserves. VHF for the open-ground range, vehicle-mount antennas for the bakkies, and a base station at the homestead. Terrain matters more than power here.

Construction and warehousing. UHF, dust and drop resistance, and hard-wearing accessories. Assume radios will be dropped.

Events, hospitality and retail. UHF, lightweight, discreet earpieces, and enough units to cover every section. Battery life over a long trading day is the main constraint.

Family, hiking and convoys. A basic dual-band pair is fine. Add a vehicle antenna for convoy work, because handheld range drops sharply inside a metal car body.

Where to start

The Baofeng UV-5R remains the most common entry point in South Africa for good reason: it is dual-band, inexpensive enough to buy several, and widely supported with accessories and programming software. It is a capable radio for a first set, for hobby use, or for keeping in a vehicle.
